I played this course a while back and just recently recalled it. Selective memory perhaps?
Here's my 2Yen

Practice facilities: I gave it a (1)
About 7 stalls, terrible/slippery/rubber mats on a decline with a severe uphill landing area, max 150 yards. I remember hitting some good 8 irons shots, that barely rose 5 meters above the slope of the ground.

Course design: Another (1) since missing the fairway should not result in a lost ball, or having the ball 20-30cm above or below your feet without fail.
Thin strips of fairways on the mountain sides means a ton of OB areas = you can forget about trying to find your ball if you miss the fairway.

Course Maintenance: I gave it a (3) because at least the greens were not a nightmare.
They try to upkeep the course, but many players don't repair divots on fairways. The condition of the greens (pretty fast) was not too bad though.

Hospitality: I gave it a (4) because every business in Japan from McDonalds to 5 star hotels is the same.
Nothing special or terrible.

Value for the money: I gave it a (2) because it was almost the worst course I've ever played.
I will save the (1) rating for one that is even worse than this one if I ever find it ;) I'm not interested in playing there again though.
